Abstract
Standards for general secondary education are based on competencies that will enable students to successfully respond to various life challenges (educational, social, cultural, interpersonal, practical, etc.). Three levels of achievement are defined for each competency - basic, intermediate and advanced. Three levels are cumulative and embedded one in another so that students at the advanced level fulfill requirements from other levels. Methodology for the development of educational
