ПАРЛАМЕНТАРНИ ФУНКЦИОНЕРИ У СРПСКОЈ УСТАВНОЈ ПРАКСИ/PARLIAMENTARY OFFICIALS IN THE SERBIA’S CONSTITUTIONAL PRACTICE

Abstract

Рад парламента и остваривање његових функција зависи и од њеове унутрашње организације. Аутор ће у раду покушати да укаже на значај и улогу коју парламентарни функционери, а пре свега председник парламента, имају у раду парламента. Најпре ћемо указати на сличности и разлике које карактеришу овај сегмент унутрашње организације парламента у упоредној пракси, а потом ћемо се осврнути на уставну праксу Србије.

Issues related to the internal organization of the parliament, which are an integral part of the sovereign jurisdiction of this state authority and express its right of a self-organization, may be observed as matter of a technical nature. However, conception of internal organization of parliament determine function and efficiency, but also its working atmosphere. On the other hand, the internal organization have limited scope with respect to the relations existing between the parliamentary majority and the parliamentary minority and therefore the decisions taken by parliament, and it is very important to have an objective attitude on this subject. Parliamentary officials, and above all, the Speaker of Parliament, is the issue that has been the focus of our attention in this paper.
